In my opinion, it make sense to check the resource mailbox's availablity rather than to receive the declined message. Or, you could set the mailbox automateprocessing as autoaccept, then the organizer would receive a message.

Changed the setting to AutoUpdate and this did not help, as a matter of a fact, I stopped getting email notifications, much less the popup that I am looking for.
